The National Council for Energy Policy (CNPE) determined the elaboration of a guideline proposal for the National Hydrogen Program. The introduction of hydrogen as a competitive energy source in Brazil requires the development of a new regulatory framework.



The Brazilian National Council for Energy Policy (CNPE), through Resolution n. 6/2021, determined the elaboration, within 60 days, of a guideline proposal for the National Hydrogen Program to be carried out by the Ministry of Mines and Energy (MME), in collaboration with the Ministry of Science, Technology and Innovation (MCTI), the Ministry of Regional Development (MDR), and the Brazilian Energy Research Company (EPE).

As reported in the 22nd edition of the Regulatory Report, hydrogen is listed as a CNPE renewable energy priority for Research, Development and Innovation (RDI) initiatives, as it is expected to be a central part of the energy transition process to lower the carbon intensity of Brazil’s energy matrix.

The resolution also presents, in its first article, a list of nine considerations for elaborating that guideline proposal. According to MME, the effective implementation of the national program requires the development of infrastructure related to production, storage, transportation, and distribution, as well as the introduction of the fuel in key-sectors, such as the transport, metallurgy, and fertilizer sectors. In that sense, a new regulatory framework is required.

The proposal must be presented to CNPE until July 16.
