The Ministry of Agriculture, Livestock and Supply (MAPA) enacted Ordinance n. 22.677/2020, updating agribusiness health and safety labor obligations. As part of a new federal government program on the simplification of labor legislation, the ordinance was designed to enhance the business environment while guaranteeing workers protection.



Ordinance n. 22.677/2020 of the Ministry of Agriculture, Livestock and Supply (MAPA) provided modifications to the Regulatory Norm n. 31 (NR-31) on occupational health and safety of Agricultural, Livestock, Forestry, Logging and Aquaculture activities, which dates to 2005 and required modernization. The ordinance was designed to enhance the business environment while guaranteeing worker protection.

Among the changes provided by the new ordinance, the main simplifying modification concerns the elimination of urban labor requirements in favor of solutions applicable to the agricultural environment, thus improving legal certainty by increasing adherence to the law, decreasing the application of labor law violation fines.

The new ordinance, updating NR-31, comes into force on October 22, 2021.

The are 35 other regulatory norms of that kind in force, covering different sectors. Through the new Federal Government program on labor legislation simplification named “Descomplica Trabalhista”, the Ministry of Economy, alongside other government bodies, will revise and simplify those regulations.
