The Brazilian Electricity Regulatory Agency (ANEEL) enacted new criteria and procedures for compensating wind power plants subject to constrained-off operation restrictions. Transitory dispositions and a definitive system, which comes into force on October 2021, were provided.

Normative Resolution n. 927/2021 from the Brazilian Electricity Regulatory Agency (ANEEL) enacted new criteria and procedures for the compensation of wind power plants subject to constrained-off operation restrictions, when outside occurrences within the centralized transmission network – operated by the National System Operator (ONS) – force a reduction in the output level. The definitive compensation system seeks to improve predictability for wind power plants, and will be further improved.

The resolution established a transitory compensation provision, applicable to constrained-off occurrences before October 2021, and a definitive compensation system (articles 2 to 5), whose criteria and methodology will be subject to phases of public consultation. The resolution is currently in force, while the definitive constrained-off compensation provisions come into force on October 2021. When in force, the National Energy Trade Chamber (CCEE) will be responsible for calculating and compensating wind power plants in accordance with the information provided by the ONS.
