The Federal Government, through Decree n. 10.526/2020, enacted the Infrastructure Long-Term Integrated Plan and the Inter-ministerial Committee of Infrastructure Planning, responsible for overseeing the Plan, which seeks to establish a long-term picture for infrastructure investments.



The Federal Government, through Decree n. 10.526/2020, enacted the Infrastructure Long-Term Integrated Plan and the Inter-ministerial Committee of Infrastructure Planning, responsible for overseeing the Plan, which seeks to establish a long-term picture for infrastructure investments.

Decree n. 10.526/2020 instituted the Infrastructure Long-Term Integrated Plan, to be approved and overseen by the Inter-ministerial Committee of Infrastructure Planning, also instituted by the Decree. The first edition will be published until the end of 2021, while regular updates will take place every two years.

The plan seeks to establish a long-term picture of infrastructure investments, facilitating the conduction of efforts and fostering private sector participation by improving attractiveness. It covers the following sectors:

  • Transportation;
  • Telecommunications;
  • Energy;
  • Mining;
  • Hydric resources and Sanitation; and
  • Research and technological development (when applicable).

The plan is responsible for signaling sector investments required for the next 30 years, listing the viable large-scope projects to be undertaken by the Federal Government in the next 10 years, mapping private sector and subnational infrastructure investment forecasts for the next 10 years and listing the Federal Government’s large-scope projects underway.

The Inter-ministerial Committee of Infrastructure Planning is composed of:

  • Office of the Chief of Staff – coordinator;
  • Ministry of Economy;
  • Ministry of Infrastructure;
  • Ministry of Mines and Energy;
  • Ministry of Communications;
  • Ministry of Science, Technology and Innovation;
  • Ministry of Environment;
  • Ministry of Regional Development;
  • Office of the Comptroller General (CGU); and
  • Special Secretariat for Strategic Affairs at the Presidency.
